I can setup privileges for committers (essentially each user account needs to 
be added to 'wave-commiters' group in Confluence). Confluence requires separate 
registration from each user, there's no single sign-on based on the Apache 
account. So I will need a Confluence account name from each committer who wants 
access.

I am not up to date on how the new CMS operates, but setting up SVN sounds like 
a good idea in general.
