Committers are not automatically on the commits list, but they SHOULD be subscribed, as this is how we provide oversight on our codebase when working in a distributed team.
However, the Wave project at Apache is not fully up-to-speed, as Jira was only recently brought online, and revision control has still to migrate to Apache hardware.
