There's no easy way to know if there's a Federated wave capable server at certain domain. But it can be detected off course. But if you ping a certain domain (actually the XMPP server that listens on connections of other federated wave servers) and it appears to be down - there's no way to know whether the user is from domain that is not reachable or someone just added email address.
