I believe it is just a unique ID for every wave.

Like every email has (or should have) a unique Message-ID that is usually
composed of a random value and a host name, every wave has a unique ID. It
isn't suppose to have any other meaning.

That makes it possible to make changes to the wave without changing the ID for
every update.
