127.0.0.1 _is_ localhost. localhost is 127.0.0.1. Even Windows gets this right ;)
There must be something funny going on with your machine for the loopback address to not work. I'm guessing, given it's windows, that there's some ridiculous firewalling rules blocking the loopback.
