TP1 is a sufficient condition for two sites to apply operations in
different orders and achieve convergence.

TP1+TP2 is a sufficient condition to allow any number of sites to
apply operations in different orders and achieve convergence.

The server only partially dictates the order in which operations are
applied (otherwise there would be no need for TP1 either).
