Yes. The "!" serialisation is unfortunate, invented before we thought deeply
enough about what ids should look like.

The future of identifiers is expressed in
http://code.google.com/p/wave-protocol/source/browse/#hg/spec/waveid, but we
haven't implemented it yet.
