I would like be involved in a future protocol working group but I
prefer if we can save some bureaucracy right now by taking a free ride
with a wave-in-a-box open source Apache incubator project to begin
with.

Please take a look at the reStructuredText format
(http://docutils.sourceforge.net/rst.html) which we use for the
federation, conversation, and waveid specs, hosted in the default
mercurial repository:

reStructuredText has the nice property that diffs are generally easy
to read, which makes it work well with the mercurial and
codereview.waveprotocol.org tools.
