currently in Weston, if a fullscreen application hangs, or misbehaves there
seems to be no way to escape from it.
My suggestion is that perhaps the shell should defocus the hung fullscreen
application, and give focus to the panel?
And in the case of a misbehaving fullscreen application, perhaps the shell
should allow the user to super tab focus to the panel.
