Does the problem go away when you update to kernel 4.12 or later?

This shows that the tablet mode state is enabled. And libinput disables
keyboard/touchpad when that happens, for hopefully obvious reasons. So the
culprit appears to indeed be a wrong tablet mode switch. Same for attachment
135314, the switch is shown as on.
