Send next change will not work since it won't allow the client to know
the content right now.
I forgot to mention that it would immediately respond if the clipboard
has changed since the last time it responded.
You keep saying that without this a client can't see what is in the
clipboard, but I'm reasonably certain a client at any time can query it,
right? If not that should be added, but it is orthogonal to any
clipboard-changed event.
