it was in an earlier, pre-release version, while it was still under discussion. Look for the thread with the subject "[PATCH wayland-protocols] Add the tablet protocol" on 6 Nov 2014. That still had an enum in it. Removed in "[PATCH v3 wayland-protocols] Add the tablet protocol" from 29 Jan 2016.
