No, he couldn't really play it. Most trained musicians (as I am) can easily tell when an actor is "faking it" on an instrument, and just to make sure, I asked him about it a number of years ago. Barney does really "play" the harmonica when he auditions for Mr. Finch in Those Gossipin' Men, but he's not playing a real tune, he's just blowing random notes all over the place.
