Dennis – there’s no need to hire Mr. Bentley, or to involve the County’s legal department … since you’re a witness to it, I think a simple “Citizen’s Arrest” would handle the problem!

An undue burden on residents of the county when town folks tire of their animals. Terrible problem. I think Neil Bentley could file charges on this.....and for Barney's own good!
