Perhaps Leon's parents operate one of the downtown businesses. (Maybe the diner or snack shop, which would explain their ability to keep Leon supplied with peanut butter and jelly sandwiches.) Because they are busy running the business and because Mayberry is a safe place to let your kids run around, they allow him to stroll up and down Main Street to give him something to do. That's where we usually see him.
