In the "Green River Ordinance" Barney writes a ticket to the fella that was sent down by the "state attorney's office."(For parking in front of a fire hydrant). Then....he gives him a little speech....and tears the ticket up. The HE THROWS IT TO THE GROUND! Gomer was no where in sight....but I'll betcha there would have been a "citizens arrest" had he seen it!
