It was storming in the Dogs, Dogs, Dogs episode too. I've noticed that the streets in Mayberry are often wet, on Leave it to Beaver also. When Barney goes into the hotel in the Gold Truck episode his raincoat is completely dry, but when he comes out his shoulder and back are wet. Maybe they did a take in the rain.
