I'm afraid the Untrained Voice is incorrect about Allen Melvin playing the newlywed husband. The episode referred to was "Jailbreak" where Barney looks in on the newlywed couple smooching in their trailer parked at the Half Moon Trailer Park. The couple's name in the script is the Franklins. The actor is Bob McQuain who usually plays Joe Waters in at least 3 episodes, as well as other roles in the series.
