This has always been my assumption. It seems to be a regular gathering of Mayberry singles. Perhaps Mrs. Wiley is a widow with a large house (I don't think a Mr. Wiley is ever mentioned), and hosting social events for the singles of Mayberry gives her a purpose and keeps her from getting lonely.
