It's in the episode where Ernest T. joins the Army.  Barney uses it to the 
Army recruiter (Allan Melvin) after Ernest T. shatters the window at the 
recruiting office, and of course it's obvious Barney either made it up on the 
spot or 
heard it in a movie once.  He calls it a "number two amber alert," and 
explains it to the recruiter as "someone awake at all times."  I'm supposing a 
#1 
alert would involve Goober and Floyd being deputized.
