  I love to give my theories on these kinds of things.  I'll bet Peggy was 
either saying New Orleans was like Paris as an informational type of thing, 
because it would have been easier for Andy and family to take a trip to New 
Orleans than to Paris.  So if they ever decided to go, then they'd also know 
what Paris was like.  
   
  Or Andy might have taken her to the movie theater and they'd seen a picture 
about people in Paris.  I can imagine Barney going to see it then Maurice 
Chaveliering it all over town.
