That's Barney's own car. In the epilogue, Andy confirms that it's Barney's car, but if you were watching on a local station, the epilogue was probably not shown. Of course, three years later in the episode "Barney's First Car" it's implied that he has never owned a car. As for Miss Rosemary doing the tailoring, remember this was a very early episode, and at this point in the series, Aunt Bee had only been living with Andy for a few weeks. Rosemary was probably dropping off work that Andy had given her a long time ago; he obviously was not in a big hurry to get it back (did you ever see him wear a "judging coat"?
