"The line "Who's been messing with the bulletin board" came from the episode where Warren came into the picture. If memory serves me I recall Warren being exasperated because the bulletin board was not "regulation." When Barney discovered that Someone had organized the F.B.I. postings he threw a fit and said the now famous squeal "Who's been messing with the bulletin board?" I almost sure about this. Correct me if I am wrong."
Please equally correct me if I am wrong, however I believe Warren came into the picture following Barney's move to Raleigh. I recall the bulletin board issue as emanating form a sheriff's intern: one Barney feared would take over his job, thus Barney selling vacuum cleaners on the street ending the episode with the "Green River Ordinance."
