The line "Who's been messing with the bulletin board" came from the episode where Warren came into the picture. If memory serves me I recall Warren being exasperated because the bulletin board was not "regulation." When Barney dicovered that Someone had organized the F.B.I. postings he threw a fit and said the now famous squeal "Who's been messing with the bulletin board?" I almost sure about this.
