Perhaps we're looking at this thing all wrong. Maybe some people just had a compelshion to wear hats whereas others didn't. Or maybe Andy just couldn't stand to wear a hat after being scolded by Barney for wearing his hat. Barney, just like his mother, couldn't stand to wear a hat after it had been on someone else's head. Maybe Andy couldn't stand to wear a hat that hadn't been on someone elses' head. There's probably a psychological reason. Or perhaps it just would have been a shame to cover Andy's nice head of hair.
