My personal opinion about the demise of Warren's character is that they
never gave it enough time to develop a soft side.  All we saw was the funny
stuff.  There was never the pathos of Andy saving Barney in some way.  Or
Barney's affection for his pal.  No matter how sharp an edge Barney had, you
always knew what was underneath because we got to see it now and again.  We
never got to see past Warren's edge so we never learned to love the
character.

I can't see this as a failure of Jack Burns, after all the actor just says
what the writers write and acts way the director says.
