Although no one could ever take Barney's place, I think they could have promoted Goober to full-time deputy. After all he had experience. I think he could have bumbled things up a lot almost as good as Barney. Besides he did get the job as official police officer in Mayberry RFD, so they could have just had him take over sooner. If not Goober, then Otis. After all he was the direct descendant of a Revolutionary War Hero and he also had experience.
