Actually the episode revealing Thelma Lou's marriage to the other guy also 
reveals she was devastated when Barney moved out of town.  Perhaps Barney 
expected her to wait around for him to "send for her" and naturally she didn't.

Barney surely wasn't a one-woman man, that's for sure, but I think 
Janet/Thelma Lou is right when she says it's part of Barney's character.
