Joe, I think that there may be two other possibilities to the question of Otis appearing in an episode and not being in jail or drunk. I mentioned the Mr. Goss episode and now I am wandering about the episode of "Goodbye Sheriff Taylor". I can't really remember Otis being drunk or in jail on this episode. Barney picks Goober, Judd, and Otis to be his deputies while he is in charge.
