Sam, I'm afraid you got Buzz Fluhart mixed up with Dr. Merle Osmond. Dr. Merle Osmond (PPD) wrote the book on Psychic Phenomenon. Buzz Fluhart was the one who investigated cosmic rays for jinxing people in "The Jinx" episode. But that's OK. Buzz and Merle were probably kinfolk anyway.
