Yes, I'm sure it's called "Barney's Hoedown," and Earle Hagen originally wrote it to be Barney's theme music. But I believe the first time they used the Dragnet-type music in association with Barney (was it in "The Manhunt"?), they decided this fit his character much better, so that became Barney's theme. You're right about "Barney's Hoedown" being used in scenes where the radio was playing.
