There is another episode where Mr. Scwhamp is wearing a hat. In the episode where they put up a statue in honor of Andy and Aunt Bee's relative (The Statue - 1967), when they are addressing the big crowd, Mr. Scwhamp is BOTH in the crowd and up near the stage in the same scene!! So its a double sighting in one scene. He has a hat on in both of those situations.

The episode where he wears a hat is in "The Luck of Newton Monroe" (season 5). When Andy and Barney talk to Newton Monroe on the street in front of the jewelry store and coffee shop, a crowd begins to gather behind them. There are several men with hats, but one in particular in the center back of the crowd is definitely Mr. Schwamp wearing a hat. You may have to pause it to catch his chiseled facial features since he is wearing a hat. Check it out and see.
