In "Andy and The New Mayor," Barney is standing behind a newspaper outside the court house when the Mayor comes out of the barber shop. When the Mayor says something to Barney, he tears the paper neatly in half. If you'll notice just before the Mayor speaks, the paper has a "starter tear" at the top of the page making it easy for ol' Barn to cleanly tear the paper in two.
