Law enforcement officers are trained to visually estimate the speed of a  
moving vehicle. Even now, with radar, they usually visually estimate the speed  
of a vehicle before "gunning" them with the radar. In Andy's case, he also 
asked  (in court) "How fast were we going when we caught up to he car?"  Being  
that there is no radar, there would be no other way to measure speed  over a 
short distance....
