I think letting some people off was part of Andy's Sherrifing by the heart. He judged the situation and person's motives, such as the young couple leaving the baby, and determined the right course of action to take or not to take. I do think he could have been a bit harder on Melissa and her "daddy" though, and a few other folks he just ran out of town.
I got a kick out of "pasting curly bits in a book". Vern, I think it was actually "pasting current events in a book". Which would be a good thing for those in the Philomathian Literary Society to do since they loved learning.
