IMHO Barney follows all regulations. I'm sure at some point he was taught that a good detective changes his voice and: (The following is not criticism; it's a description of one aspect of a well-devloped character) Barney doesn't pay a lot of attention to details or subtleties (sp?). So, since a good detective changes his voice, Barney will change his voice. To me, a lot of the humor in his character comes from his black-and-white view of the world. Example--the episode where he arrests the women involved in the bingo game for gambling. I hope Im remembering that one right.
