Holland, Here in our area of VA (just a couple hours away from Mt.
Airy)parking tickets are most often written while the driver is away from the
car and is applied to the license tag number. The registered owner is
responsible for the ticket regardless of who was driving. Ol' Barn did the
right thing. If the governor owned the car, he paid.
