When Andy says "He aint the only one that got away" in the Bailey Bad Boy show, he is talking about Ronald Bailey getting away. Not literally getting away of course, but Andy was trying to make a better person out of Ronald Bailey, and he refused to become a better person. So Andy says "he got away".
