Here are my theories: Clippers make a rather loud buzzing noise which would be distracting and interfere with the dialogue. And they would be more challenging to manipulate than scissors (I know because I use them to cut my husband's hair), and the cord would complicate matters. Also, it's probably a lot easier to fake the hair cutting with scissors than with operating clippers (and if they weren't operating, it would be too obvious, since everyone knows that clippers buzz!). Finally, the use of scissors gave a more old-fashioned feel to Floyd's work.
