Ken Anderson guessed the answer to the question about Barney breaking the law 
in the episode "Barney Runs For Sheriff".  Several times in that episode Barney 
violated the Hatch Act.  The Hatch Act of 1939 sets out several things that 
federal employees are not allowed to do.  The Hatch Act also applies to state 
law enforcement, since state law enforcement takes federal money.  Specifically 
Barney could not:

 

1.  Campaign while in uniform.

2.  Solicit donations from citizens that he had control over.

3.  Campaign while on duty.

4.  Finally he could not display an election poster in the courthouse, which is 
government property.

 

You would have thought Andy would have pointed out some of these law violations.
