Below is my take on your points on that safety aspect of the Car in the
Courthouse

That maybe one of those things we have to figure out for ourselves.   
Personally I think opening the courthouse door, walking inside and
suddenly 
seeing a '58 Rambler staring you in the face, emphasizes the point that
you 
need to watch where you're walking and be aware of your surroundings,
since  
cars can often come out of nowhere.  Kind of an odd way to make the
point  but 
you have to admit it's eye-catching and memorable.  Dixon<<<<

Untrained Commentary:
Don't forget that as Sheriff Jackson came in, Goober was talking about
Gilly Walker  and how he would "Speed Speed Speed" in that car.

Since Goober had just taken the car apart ( and Andy acknowledged
that)..perhaps they were envisioning that he could remove some key parts
to show (make visible) things like the brakes being worn out..the engine
making noises..and other costly/negative results of erratic driving.

Goober could probably also come up with a fender from a wrecked car
where someone had pushed it too far, and collided.  That would make
another nice visual.

Putting these things together as a visual display might make a more
effective safety campaign that just having signs like "don't walk on the
wrong side after dark, or you may end up playing a harp"

That's how I interpreted it anyway.    I hope this doesn't turn into
another bank book controversy.  :-)
