His appearance occurs 5:22 into the episode. It's just after Andy has talked to the owner of the Sultan's Favorite show and is walking through the carnival, right before he (literally) runs into Jerry Miller...Janet<< Janet, this is a very good find, but in my opinion it is not Mr. Schwamp. This man, while the back of his head certainly resembles Schwamp, he has kind of a long back and is athletic looking...where Schwamp is, well, short stocky and frumpy.
