You are correct--it is a dirt road.  This is far less noticeable in the black 
and white episodes (with few exceptions, as in when the squad car pulls up 
quickly to the house and you can see dust trailing behind), but in the color 
episodes you can really tell.  "Malcolm at the Crossroads" is a good one to 
watch if you want to get a good view of the dirt street.  I'm assuming this was 
a cost-saving measure for the studio, and since the weather is usually nice in 
southern California, they could get away with that.  In fact, when you think 
about the few episodes where it has obviously been raining (e.g. the gold truck 
ep., Christmas ep.), we only see the paved streets around the courthouse.  It 
seems like there might be one episode that shows Andy's street wet, but, if so, 
I can't recall it off hand.
