The biscuit quote is from the episode "Divorce Mountain Style." Barney tells Andy that since he is the bridegroom, he has to dig up the divorce proceedings, and Andy remarks "I've done some foolish things in my time, but this takes the whole biscuit."
I've never heard this phrase anywhere else; my guess is it was something Andy (or perhaps writer E. Greenbaum) remembered one of his parents or grandparents saying. BTW, Barney consults a book on mountain folklore in this episode. That was a real book that the writers consulted when they needed a tidbit for a Darlings episode.
