Some national organization recently named my own Eau Claire, Wisconsin, as
the number one city in America for having the best Christmas cheer.  So
what happened?  Several van loads of people came into town and passed
themselves off as homeless.  They positioned themselves in strategic places
around town and held up cardboard signs asking for money. Police
investigated them and discovered they all had homes and several of them
admitted they made as much as $200 tax free per day in Eau Claire.  They
came to Eau Claire because we are known for our generosity and because
panhandling is not illegal in Eau Claire.  I wonder if any of them had
every made a gobblywobbler, talked fish talk, or could get a free gumball
by saying " Tuscarora."  Guess I should have been out patrolling and
handing out tickets for loitering and for being a vag.
