The question of nipping it in the bud was best illustrated in the Christmas Story.... Old Ben Weaver took that jug and he had so many nips the problem was nipped in the bud!! No evidence, no conviction! And that jug looks just like some I saw down in the woods a while back but they was totally empty then. Guess somebody took them on back in the woods a ways and filled them. And I wonder why my pigs, on downstream from there, look so happy lately???
