The big round thing on top of Barney's fridge is part of the fridge; I forget what the part is called (maybe the condenser or evaporator). Refrigerators "evolved" from the icebox, and for a while early refrigerators had that part on top, before somebody figured out a way make a refrigerator that concealed all the parts in a rectangular cabinet. For you young'uns, when I say "icebox" I'm talking an actual box with a block of ice in it. Folks of my grandparents' generation, and folks in Mayberry too for that matter, often call all refrigerators "iceboxes." It's a sort of leftover term from outdated technology, like "turning off the light" or "dialing the phone" or "rolling down the car window."
Now as to the portrait of the young woman which hangs in Andy's house (I mean the portrait hangs there, not the young woman) that is indeed a photo of Frances Bavier in her younger days. It pops up in various parts of the house in various episodes.
