Just finished watching the Filling Station Robbery episode that Holland supplied the web-link for. I believe Barney needed a screwdriver to remove the camera from the shelf. Barney probably had the camera secured on the shelf somehow, so it wouldn't fall when the shutter was released. Barney then needed the screwdriver to un-fasten the camera from the shelf.
