As an immigration official with over twenty years of field experience, and one 
who has watched the laws change, I can say that Malcolm did NOT violate any 
immigration laws when he visited Mayberry.  The Immigration Reform and Control 
Act of 1986 established criteria for working in the United States.  It was then 
that the I-9 Form was implemented to ensure that those who were hired in the 
United States 1) had the appropriate status, and 2) were legally authorized to 
work.  If he were to come here today, he would need an appropriate visa to 
work.  Unfortunately, it is unlikely that he would qualify for any existing 
work visas. 

Just thought I'd clear that up.

Oh, and one more thing...  If Malcolm WERE to work illegally, it would not be 
Andy's job to stop him or even report him.  Only in certain States where there 
are Section 287(g) agreements would he be obligated to do so.  I don't think 
North Carolina is one of those States.
