>>> Otis said his wife would be proud as a PEACOCK.

Correct.

>>> When Opie had his sore throat he couldn't SWALLOW

Umm, I don't think that counts.

>>> I think Barney called someone a mean old BUZZARD.

Briscoe calls Ernest T. Bass a "lowdown pesky buzzard," and Andy asks Opie "Are
you sure you don't have a buzzard in that cage?" in episode one.

>>> I think Gomer may have mentioned a BLUEJAY at one time.

Close enough; he said when Bertie Blush talked he sounded just like a jay bird.

>>> Of course there a lot of JAILBIRDS at the courthouse.

Not exactly birds, but OK.

>>> Juanita worked at the BLUEBIRD diner.

Good catch, I didn't think of that one.

>>> I think someone mentioned a BANDY ROOSTER.

Correct, that was Goober describing a noise Gilly Walker's car made. A bantam
is a type of small chicken; I think what Goober actually said was "an old banty
rooster."

>>> And maybe a CHICKADEE might have been mentioned.

I don't remember anyone ever mentioning a chickadee.

I'm thinking of three more. Here are a few hints for anybody who might still be
working on this question: one has to do with the carnival, one has to do with
an occupation not available in Mayberry, and one has something to do with a
warning given before a game, or something planted.

And no, people who share their name with a bird such as Robin Hood or Phoebe
or Finch don't count, unless you can come up with a reference to those actual
birds.
